Jalan Pinjam Ah Long?

Are we going to have a road call "Pinjam Ah Long" soon? Apparently some of the residents in a housing area (打鎗埔 - not sure how to translate this. Anyone knows where this is?) in Penang might borrow money from Ah Long in order to repair and patch up a big hole on the road in their area. The hole was previously dug up by firemen (for water) during a fire rescue in March (dig hole for water???). The residents have warned that if by after the Aidil-fitri festivities there is still no action taken by the government, they will go ahead with their plans (which should be interesting enough).

Anyway, this piece of news was reported in both Guangming and ChinaPress - read the translated versions, courtesy of Google here and here (though unfortunately, the structure of the sentences and meaning of the words might not be too accurate). I doubt The Star or NST will be reporting this soon - if this is true, isn't this an embarrassment to the local government that the people in their area need to resort to borrowing money from loan sharks to repair roads?
